The Instructional Technology Committee at Los
Angeles City College is a subcommittee of the Shared Governance Committee w=
hose
role is to advise the campus regarding the acquisition and utilization of
technology into the college’s administrative and instructional activi=
ties.
Technology is integrated into almost every as=
pect
of college operations. There is a need to coordinate strategic planning,
development of instruction technology policies, and management of informati=
on
resources within the organizational structure of the campus.
One college function is to integrate and supp=
ort
technology as used in instruction to improve student learning outcomes.
Students matriculating through LACC need basic computer literacy both to
further vocational goals and to benefit from further educational opportunit=
ies.
The notion of a digital divide is real and many students do not have access=
to
computers in their homes.
Computers and the Internet have facilitated
instruction and created new ways of delivering and accessing information. In
addition to using technology in the classroom, technology can and should be
used dynamically to improve the cost-effectiveness of key institutional
operations related to serving an increasing number of students. Distance
learning and alternative forms of instruction must have long-range campus
planning and support.

Many of the planning and operational policies=
of
Informational Technology are centralized at the LACCD. Part of the challeng=
e of
campus IT planning is to make optimal use of campus and district IT resourc=
es.
Construction, facility renovation, and satell=
ite
campuses require coordination and planning as technology issues will play a=
key
role in many of the decisions about these facilities. Campus officials will be involved =
in
selecting new technologies and introducing them into new and renovated faci=
lities
to enhance instructional support. It is important to employ a campus-wide
perspective about IT policies and priorities given the financial pressures =
on
the college.
The greatest technology challenge at LACC is
infrastructure; the current infrastructure is inadequate to support many of=
the
new technological initiatives that are required to meet the needs of
college. A functional technol=
ogy
plan must include contingencies for upgrading and replacing equipment and
software, providing access and training and the IT staff will need dedicated
funding to maintain currency in the technology deployed on the campus.
Computer and network technology need to becom=
e part
of the operating budget of the campus. Categorical funding for technology h=
as
been all but discontinued and current state budget short-fall makes it unli=
kely
that this will change in the near future. The expenses of technology require
adjustments or shifts in college priorities, planning and resources. Develo=
ping
outside sources of funding particularly grants for equipment and resources =
will
be essential.
Adequate support services including the
professional staff to install, maintain, and repair equipment; to train fac=
ulty
and staff; to assist in developing instructional materials; and to supervis=
e computer
laboratories must be a part of the college’s operational plan.
Additionally the number of available computers on campus in open labs to
students should be expected to increase.

The LACC IT Plan 2003-2008 has provided a res=
ource
for the development and growth of Information technology adoption at LACC.
There has been consistent progress toward the articulated goals and there h=
as
been a continual increase in coordination in the use and acquisition of
technology resources.
The continual innovation in the area of infor=
mation
technology has altered the level of integration of technology into all area=
s of
campus life as well as the expectation of the availability of resources by
students, faculty, and staff. In addition the IT resources provided by the
LACCD have allowed LACC to achieve a number of automation goals.

Goal #1 Improve the Technology Coordination,
Planning, and Governance.=
The Instructional and Information Technology
committee (members include faculty members and classified staff) meets
regularly and reports to Education Planning and Shared Governance. The camp=
us
has revised the reporting structure to expedite issues and concerns. The ITC
sends items directly to the SGC.
The =
ITC in
conjunction with IT department will serve in a consultation role in plannin=
g,
selecting, and purchasing technology for both administrative and academic
purposes. The committee will actively coordinate the technology decisions t=
hat
will occur in the construction & renovation of buildings and
classrooms. ITC (and IT) seek=
s to
be involved in decision-making and approval, meaning that other committees =
need
to ensure that ITC (and IT) are involved and have input in technology relat=
ed
decision-making.
Objective #1.1 Improve communication with adj=
unct
faculty using personal email addresses where appropriate
Objective #1.2 Instructional Assistants
Create
a pool of Instructional Assistants who can float from lab to lab to increase
supervision in student labs. Develop a coordinated system for deploying cur=
rent
and hiring future Instructional Assistants to provide support and coverage =
as
needed in the maximum number of computer labs (recommend a supervisor posit=
ion
for oversight as well)
Objective #1.3 OSS participation in technology
planning
The ITC has members from OSS (Office of Speci=
al
Services) in order to ensure accessibility concerns are addressed. The
objective is to comply with accessibility standards in all locations provid=
ing
assistive technology for persons with disabilities.
Objective #1.4
Develop distance Education program
The
college is developing a distance education program which requires coordinat=
ion
between academic departments and administrative departments.
Objective #1.5 Equipment replacement policy
IT
consults with ITC to create a cascading replacement policy in progress, loo=
king
for a 5 year replacement system (extending it from 3 years). Further, compu=
ters
older than five years should not be redeployed.

Objective #2.1 Increase awareness and utiliza=
tion
of IT resources
Increase
the awareness of the existence of technological capabilities already in pla=
ce
on this campus and available through the district. Encourage the utilizatio=
n of
these existing systems to move toward a paperless campus.

Continue
to offer training for professors who seek to use the campus-approved course
management systems.

training (@One), on-line, on-site, and off-site.

Institute
a system for ensuring students' technological literacy based on the program
that Ed Planning and Basic Skills are developing.

Develop
computer competency program (a combination of a proficiency test and/or a
course) for students to address the educational and vocational realities of=
the
21st century.

Greater utilization of electronic classrooms and computer labs
Utilize
electronic classrooms and labs for student instruction and training in comp=
uter
proficiency in addition to Academic Programs.

Expand
distance education to address the needs of students by making classes more
accessible and convenient. This move can increase enrollment and mitigate t=
he
disruption of construction on course offerings. An online AA degree program
will permit us to remain competitive.

Augment
the technological resources available to students including expanding the
current pre-paid printing system to serve more locations providing better
access, a technology help desk, and implement a Web Portfolio for students
("Academic My Space") which could be paired with the campus porta=
l.

anti-plagiarism tools such as turn-it-in.com

computer applications
Standardize
and make available campus-wide a broader basic set of computer applications
(which includes not only MS Office, but also software for image manipulatio=

an expanded all-college lab, combined with the Teaching Learning Center to
provide a computing facility to reach all students, faculty and staff provi=

potentially seven-day accessibility to a multipurpose lab. This lab should =

provided with partitions to allow it to serve multiple simultaneous functio=

(an open lab, proctoring exams, training faculty, and small workshop spaces=
